Depending on weather and river conditions a BVFF steelhead outing is tentatively planned for November 14,15 &16. Potential rivers include: Salmon River near Riggins, Clearwater River between Lewiston and Orofino or the Grande Ronde at Troy Oregon. It would be better to go during the week rather than on a weekend due to fishing pressure especially on the Salmon River around Riggins.
The Salmon River involves less travel, however, there are fewer road accessible fly fishing runs which typically accommodates only two anglers. Some of the better runs require a raft or boat to get across the river. Expect lots fishermen on weekends. Mid to late October is typically prime time for arriving steelhead in this section of the river. November can also be good but may require long johns sink tips as the water will be colder.
The Clearwater River has much better roadside fishing access, however, the run of steelhead is very poor this year, especially the three year "B" ocean fish. For that reason I would rule out the Clearwater.
My first choice for a trip in November would be the Grande Ronde River in Oregon near Troy. Although it is getting late in the season (most of the steelhead have already reached this section of the river), fish will still be available. Troy has cabin accommodations, a restaurant/bar and RV sites. Fishing pressure should be less than the Salmon River and there are numerous road accessible fishing spots. Water temp, will have dropped, probably need to use sink tips. The weather and road conditions can be a factor in November.
